Abstract

This article explores the implementation of e-government systems in developing countries. It examines the common challenges faced including technological infrastructure, cultural barriers, and political resistance. Through case studies in Africa and Southeast Asia, the article identifies the critical factors that influence successful adoption of e-government. The study proposes a framework that integrates technology management with stakeholder engagement to enhance system effectiveness and public trust. The findings provide insights for policymakers aiming to innovate public sector delivery through digital transformation.
