Navigating Intractable Bureaucracies: Optimizing Adaptive Governance Mechanisms in Public Sector Digital Transformation

Abstract

In the context of an evolving public administration landscape, the transition to digital governance presents myriad challenges. This study employs a mixed-methods approach, utilizing both quantitative surveys and qualitative case studies to investigate adaptive governance mechanisms that facilitate effective digital transformation. By analyzing data from 500 public sector entities across five countries, we uncover significant correlations between adaptive governance and the efficient implementation of digital services. Our findings reveal that organizations with robust adaptive frameworks achieved a 30% increase in service delivery efficiency and a substantial reduction in bureaucratic obstacles, highlighting the vital role of governance structures. This research contributes to the literature on public administration by providing empirical support for the necessity of adaptive governance in the face of technological change, emphasizing areas where traditional bureaucratic frameworks fall short.
