Addressing the Digital Divide in Higher Education: A Framework for Equitable E-Learning Access Among Historically Underserved Populations

Abstract

The growing reliance on digital platforms for higher education has exacerbated existing inequalities in access and engagement among historically underserved populations. This study employed a mixed-methods approach to identify barriers to effective e-learning integration within these communities. Quantitative data from surveys of 1,200 students across multiple universities highlighted significant disparities in technology access and digital literacy. Qualitative interviews with 50 educators provided context to these findings, revealing institutional challenges and resource shortages. Key findings indicate that differential access correlates with academic outcomes, emphasizing the need for targeted interventions. This research lays the groundwork for developing equitable e-learning strategies, aiming for improved educational outcomes. Our main contributions suggest policies and frameworks for universities to foster inclusivity in digital education.
